RFP process begins today for Alliston Rotary Pool replacementPosted November 30, 2009Swimming pool contractors interested in bidding on the near $3 million Alliston outdoor Rotary Pool rehabilitation project can begin picking up the Request for Proposal (RFP) documents from the Town this morning. There's a mandatory site visit scheduled for Mon., Dec. 7 at 10 am. And final RFP bids are due by 2 pm Mon., Dec. 21. This project is being financed as part of the stimulus funding program shared one-third by federal, provincial, and municipal dollars, the work has to be substaintially completed by March 31, 2011, according to one of the program's conditions. Because of the tight timelines, the project is now design-build "which includes, but is not limited to, the demolition of the existing outdoor pool, pool deck, equipment building, lifeguard office, and shade structures," according to the RFP proposal. "It also involves the excavation of the existing unsuitable underlying soils and replacement with an engineered granular material base; design and construction of a new outdoor aquatics facility complete with filtration and circulation system; design and construction of a new equipment building; design and construction of a new lifeguard office; and cosmetic improvements to the existing washroom/changeroom building, which is to remain." If the Rotary Pool construction impacts on next swimming season, it's expected the pool at Earl Rowe Provincial Park will substitute for public swimming and swimming lessons offered through the Town. The Town's share of this project is $993,868 which was borrowed interest free from the hydro sale reserve account, and is to be paid back over a 20-year-term. The pool, located on the north side of the Boyne River in Riverdale Park, measures approximately 50m x 80m with a maximum depth of approximately 1.6m, constructed of asphalt pavement approximately 75 to 80mm thick, painted blue and serviced by subsurface water supply outlets and water filtration inlets throughout the pool. Its mechanical system is comprised of an older pool filtration and chlorination system operated and maintained by Town forces. It reportedly loses approximately 91,000L/day (20,000 gallons/day) and approximately 5,455,000 L/year (1,200,000 gallons/year) of chlorinated water. |
