Town to jump into new round of fed government funding program

New Tecumseth council will be presented tonight with a list of eight eligible projects that could be included in the application for a new round of the federal government's Community Infrastructure Improvement Fund (CIIF).

Deadline to apply for CIIF, which has an allocation over two years of $49.6 million to dispurse in Ontario, is August 24th. The program provides eligible projects up to $1 million, with the municipality providing the rest. Council doesn't meet next Monday as councillors will be in Ottawa attending the AMO conference, so a special meeting will follow tonight's committee of council meeting to approve the project(s) to apply for.

Replacing the Beeton Arena is not an eligible project in this round of CIIF.

"The purpose of the program is to support the rehabilitation and improvement, including expansion of existing community infrastructure facilities such as community centres, recreational buildings, local arenas, cultural facilities and other community facilities, according to the report by Parks, Recreation and Culture Manager Ray Osmond. "All eligible recipients will be required to provide information necessary to determine if the project is construction-ready and will be substantially completed by March 31, 2014."

The total estimated cost of the eight recommended projects is $9,715,000, which, if all eight projects were approved (highly unlikely) the Town's total contribution would be $5,590.000. The majority of these funds would be required in 2013. Some funds for design work and trail development would be required in 2012. Of the $5.59 million, $2.36 million could be funded by development charges, while a combination of transfers from HEC reserve, and contributions from user groups (gymastics club) would fill the shortfall.

Below are the eight projects being considered:
  • New Tecumseth Linear Trail Project includes the upgrading and enhancement of 15 km of trail network including the abandoned railway line, throughout the three urban areas which make up New Tecumseth and including connections to Caledon in the south and Cookstown to the North. This will involve construction of a minimum three metre wide granular trail, drainage, vista's, boardwalk where necessary, installation of community storyboards, landscape entrance enhancements, way finding signage, rest areas, connections to community destinations in each urban area, (Preliminary estimated total cost $500,000 and Town share would be $250,000);
  • New Tecumseth Recreation Centre Expansion (NTRC) construction of a 12,000 s.f. gymnastics training and competition facility and other related mechanical space (1,000 s.f.), change rooms (5,000 s.f.) and entry and circulation space (2,000 s.f.).(Preliminary estimated total cost $3,150,000 plus a 10 per cent contingency and Town share would be $2,465,000);
  • Tottenham Conservation Area (TCA) Site Upgrades that include: enhancements to the swimming attraction with the construction of a environmentally friendly wading pool/splash pad, upgrading to water sewer services, upgrading of washroom and shower service buildings, replacement of the entrance service building, enhancements to pavilions, installation of park information and way finding signage, upgrading to existing serviced campsites and expansion of power and water services to additional campsites. (Preliminary estimated total cost $1,000,000 and Town share would be $500,000);
  • Beeton Rotary Park Playground equipment replacement to accessibility standards, site drainage and installation of new surface material (Preliminary estimated total cost $300,000 and Town share would be $150,000);
  • Boyne River Linear Walkway construction of a 3m. granular walking trail, including stairway connections, drainage, signage, rest areas, parking enhancements and vista's to the Boyne River (Preliminary estimated total cost $200,000 and Town share would be $100,000);
  • Alliston Memorial Arena Renovations, including: structural repairs, accessibility improvements, electrical upgrades, plumbing repairs, sprinkler system renovations, fire pumper connection and general renovations. (Preliminary Estimated total cost of $250,000 and he Town share would be $125,000);
  • New Tecumseth Recreation Centre (NTRC) Dry Pad (estimated total cost $2,000,000 and Town share would be $1,000,000);
  • Alliston Memorial Arena Upgrades, including: major electrical upgrades (Lighting etc), roof upgrade, Main Pad Heating lAC/Dehumidification, roof membrane upgrades, bleacher enhancements throughout including complete replacement in South end (300 seats), accessibility upgrades, arena board and glass replacement, exit upgrades from main dry pad (including door and hardware replacement}, mechanical upgrades to change rooms, office and storage upgrades, upgrading of Community Hall kitchen, main walls, and flooring.(Preliminary Estimate of total cost $2,000,000 with the Town share being $1,000,000).
