Consultants in place to meet 'a very aggressive schedule'

Posted February 5, 2014

James Fryett Architect Inc has been awarded a contract worth $146,980 to prepare the designs, and documents, and manage the consulting sub-contracts required to build a 4,000 sq. ft. expansion onto the New Tecumseth Recreation Centre to accommodate its main tenant, the 54 Plus Club.

In his report to council, Ray Osmond, New Tecumseth's Director of Parks, Recreation and Culture, explained James Fryett was being hired on a sole-sourced basis because the Town has committed to meeting the 54 Plus Club's "very aggressive schedule" to occupy the new 4,000 sq. ft building, by October 31, 2014.

The Elora based architectural company has been the parks and recreation department's go-to firm on the Beeton and Alliston Memorial Arena projects/upgrades.

In addition to the drawings, the $146,980 contract fee will pay for the various sub-contractor consultants Fryett has assembled, including:
Civil Engineers - C.C. Tatham & Associates
Structural Engineers - Tacoma Engineers Inc.
Mechanical & Electrical Engineers - DEl and Associates Inc.
Landscape Architect - Tract Consulting Inc.
Traffic Engineer -  Paradigm Transportation Solutions Ltd.
Acoustical Engineer- Aercoustics Engineering Ltd.

The budgeted cost is $886,106 of which $630,106 is from development charges reserves, and a $256,000 contribution from the 54 Plus Club. It's expected to go to tender in March and awarded in May, when construction would start. Occupancy date is listed as Oct. 29. It will include a multi-use room, lounge/activity room, kitchenette, washrooms, and storage.

The 54 Plus Club has more than 170 regular members, is open to people 54 and older in New Tecumseth, Adjala-Tosorontio, and Essa Township. And while the new addition will primarily be home to the organization, the building will also be available for public and municipal programs.

"Staff are currently in discussions with the 54 Plus Club to develop an agreement between the Town and Club to provide for such matters as priority booking by the 54 Plus Club for programming requirements and use of the space for Town programming and other related matters," according to Mr. Osmond's report. "It is also noted based on more detailed site evaluations and further discussions with the 54 plus group that the Seniors space will be located to the Northwest corner as opposed to the Northeast corner (rear) which was originally proposed on the NTRC site expansion plan. This new location is seen to be more age friendly from a accessibility and visibility viewpoint and will also result in servicing economies involving water and sewer, electrical services, communications and ongoing building maintenance. The site also enhances access to the main facility through the Fieldhouse corridor connection."
