Road repair priorities baffling

I travel Church St S everyday and usually several times a day.

I'm curious as to why the section of Church St between Albert and Nelson needed to be repaired. I never found anything wrong with that part of the road.

Can someone tell me why and maybe what that cost to fix that was? I'm sure there are worse sections than that which could have used the repairs.
