Here is a novel idea, why not let Richard Norcross continue with the operation of the Hornet's Nest?

Any person that has studied even business 101 can see that the only part of this business that is profitable is the concession stand.

Let the market determine whether or not he can make a go of it. If the business fails and goes bankrupt the Town does not have to pay a thing. Good money after bad, a common practice of politicians.
