Insurance requirements a surprise in rentals

I have booked town ice, been to birthday parties at the Rec. Centre, and have also rented Alliston Memorial for some pick up ball hockey. Unbeknownst to me (at the time) all of the time was uninsured. Therefore making me liable for any injuries sustained, and making those hosting the birthday parties liable as well.
When booking a school gym the Board of Education will offer additional insurance for $10 or $20. The Town does not offer this. In fact I have to go through an insurance company for "Special Event" insurance. I was quoted $140 for two hours at Alliston Memorial for ball hockey! I was quoted $150 for running a Chess Tournament there as well (a full day event). If I offered to have my chess players wear helmets maybe the cost would decrease a bit.
Within the permit contract with the Town it states that I need to show proof of insurance. Have people been doing this? Is there a cheaper option? Why can't the town offer us something similar to the school board?
If you're having a riskier booking like a Buck and Doe are you forgoing the insurance?.
I called Barrie and found that they have no insurance offers at this time either.
I'm not an expert in this field so maybe I'm missing something. But booking Town space should be making a bunch of us a bit nervous.
