Mixture of hikes to parks, recreation fees

The cost to rent dry floor arena pads in New Tecumseth will increase from $48.50 to $53.50 (plus HST) per hour ($40 to $45 for minors), while the rate for ice time will be frozen at current rates for all user groups. However, a new fee is being introduced proposing a $20 per hour per person for same day ice booking.

Parks, Recreation, and Culture Fees and Charges tabled Monday night will be effective from April 1, 2014 to March 31, 2015. New fee categories have also been established including for cancellation and notice provisions. Additionally, 50 per cent surcharges apply to all holiday and statutory holiday bookings, with a three hour minimum required. And, non resident and out of town organizations will be required to pay in full by cash or credit card at time of booking. For profit groups using the facilities will be charged a premium 50 per cent above the base rental rate.

Other rate increases include: NTRC Field House from $120 per hour to $130; hourly rate for half the field is $80 per hour; Playing field rates: will increase for minors by $1.50 from $5 to $6.50 per hour and adult rates will increase by $8.00 per hour to $10.50 and from $22 to $24.25 including lighted fields. The hourly rate without lights primarily for soccer field use will increase by $5 from $8 to $10.50.

There are also six month and three month membership fees established for the fitness centres in Alliston and Tottenham facilities. But no increases are proposed for Tottenham Conservation Area, and Rotary Pool.

Miscellaneous Park/Event Equipment Rates: new rates for parking lot/concession use and the removal and replacement of glass on an arena floor for large events. This is primarily associated with Pad 1 at the NTRC. We also propose the re-introduction of Special Event Equipment rental rates which includes delivery, set up and pick up of such items as: picnic tables. barricades, folding tables, BBQ's, bleachers, and staging.

"The department is currently researching and preparing an overall business strategy for all facilities, programs and services. Since this is being done in-house by staff we are proposing minimal to no increases in most programs and services at this time. This is necessary to allow more consultation with community groups, program users, and a detailed review of market trends and regional service pricing. Based on our existing service and program demand the department feels that pricing adjustments are reasonable and equitable," according to Director Ray Osmond's report to council. "New Tecumseth rates are very competitive and within the market range for the type of facility or service being provided. In many cases our rates are lower than the fees charged in the region for a comparable service, however we will continue to revisit rates and make recommendations for amendments where appropriate during the 2015 budget process."
