Reservoir expansion project open now for bids

An estimated $9 million expansion of the Parsons Road Reservoir in Alliston is now out for tender following council approval last night.

Intially intended to be completed this year, the plan to increase treated water storage capacity by about 4,500 cubic meters (1.18 million gallons) ran into complications after a hydrogeological study as part of the process turned up "elevated levels of Trichloroethlene (TCE) in the groundwater samples taken at the site."

TCE, commonly used as an industrial solvent, was not, however, detected in the potable water within the reservoir during tests last year. Nonetheless, dealing with the TCE is adding time and costs to the project, and as a result, its costs are being stretched over two years, meaning the Town will have more DC funds available to lessen the amount that is to borrowed to finance the DC eligible works.

Doubling the reservoir's capacity is a key part of the plan to connect the urban area of Tottenham to the Georgian Bay pipeline that supplys Alliston and Beeton. It will also accommodate the approved growth in Alliston and in Beeton.

It's estimated Tottenham will require 11,413 cubic meters of water per day by 2031. The former village is currently supplied by four wells providing a maximum daily demand of 3,907 cubic meters per day. But it's over chlorinated and the MOE is pressing the Town to hasten the pipeline connection.

Below are the approved developments in Tottenham that will benefit from the reservoir expansion, plus associated works at the Mill Street pumping station.

- 559 units, Part of Lots 7 and 8 Conc. 4 (east of the tracks between the 4th and 5th Line). This plan includes a public elementary school, commercial block, and park;
- 604 units, Part of Lots 7 Conc. 3 (east of the tracks, south of the 4th Line). This plan includes park blocks and commercial block;
- 632 units, Part of Lot 6, Conc. 3 (between Tottenham Road and the tracks at the 3rd Line). This plan includes a Catholic school, church block, and a commercial block.

The tender submission cut-off for the short-listed subcontractors is Tues., Feb. 14 at 2 pm.
