Town cancels pair of roofing tenders

Planned repairs to the Alliston Memorial Arena (AMA) roof, and roof restoration at the Joint Operations Centre (JOC) in Beeton, have been postponed following over budget tender results in both instances.

In the AMA case, D.J. Peat Roofing and Sheet Metal was the lowest of four bids at $133,905. When the 10 per cent contigency, and HST is factored in, the total cost was approximately $149,000. The approved budget was $100,000.

"Given the priority of repairing the roof in advance of other upgrades at the arena as recommended by the Alliston Memorial Arena Task Force, it is recommended that the tender not be awarded at this time but that staff undertake an immediate review of options including costs, alternative roofing systems, re-evaluation of the need for additional works as per the original addendum, re-scoping of the project for the restoration of the metal roof at the Arena," according to the report recommending rejecting the tender. "Staff would re-issue a tender with a goal to complete the project as soon as possible. Recognizing that there are a limited number of Council meetings between now and the municipal election in the fall of 2014 and that this is a priority project, it is also recommended that the awarded of the new tender for this project be delegated to the CAO or the CAO's designate subject to the project is within the approved budget or within 20 per cent higher than the original approved budget of $100,000. It is also recommended that, if required, the additional funds required be funded from the HEC Reserve Fund."

At the JOC, Protect Roofing and Sheet Metal was the lowest of five bids at $76,900, which with contingency and HST, climbed to $89,545 as a total cost. The Town budgeted $50,000. Instead, the work will be re-scoped and added to the 2015 budget.
