Public commenting period closing on Terra-Rock application

Posted May 8, 2019

The public's opportunity to comment on Terra-Rock Holdings application for a "major site plant amendment" at 5730 Second Line closes Friday night at 11:59 pm.

The application to the Ministry of Natural Resources and Forestry, if approved, would permit:
  • construction of a parking lot for transport truck trailers;
  • construction of a stormwater management pond in the southeast corner of the property;
  • extension of the existing berm along the eastern boundary;
  • construction of a berm along a portion of the northern boundary; and
  • restoring the northwest corner of the site to agricultural land.
Terra-Rock purchased the 71 acre property, including the on-site concrete manufacturing plant, as a power of sale for $5.92 million in January 2008. It has been trying to expand the site's uses ever since.

According to website, the property is being marketed for uses such as process-line and extrusion manufacturing; concrete tilt wall and core-slab fabrication; Trans-dock distribution facility; and the manufacturing of residential building supplies and home products. "May also be easily adapted for unique R and D facility or food related use."

Neighbours of the Second Line property continue to object the expanded uses. The concrete manufacturing facility was OMB approved in 2003.
