County approves land use changes in Tottenham, more commercial areas

A planner's report to Simcoe County council on next week's committee agenda recommends approval of New Tecumseth's Official Plan Amendment (OPA) 48 which broadens permitted land uses in the industrial areas of Tottenham.

OPA 48 was initiated by the Town last summer after staff was "approached by local business owners within the Community of Tottenham to discuss the possibility of locating businesses within existing industrial units located within the Community" according to background report outlining the proposed changes at the time. "The Official Plan designates all industrial lands in the Tottenham Community as 'Employment Area Two' which does not contemplate a variety of smaller scale industrial uses nor other compatible uses within this designation. The Community of Tottenham is deficient in 'Employment Area 1' designated lands which would otherwise permit a broader number of related uses to occur within the Community."

Following are the expanded permitted uses in OPA 48 (in the subject lands pictured above):
  • trade and convention centres;
  • automotive related uses;
  • commercial schools;
  • recreation establishments; and,
  • limited commercial uses which are ancillary to the main permitted industrial uses, such as a take-out or full service restaurants, financial institutions, convenience stores, and commercial fitness centres, provided they are integrated with or included within office buildings and trade and convention centres.
"It is County planning staff's opinion that the Official Plan Amendment as modified is in keeping with the policies of the Town of New Tecumseth Official plan; the County of Simcoe Official Plan (in-force and Draft Modified County of Simcoe Official Plan December 2012); is consistent with the Provincial Policy Statement, 2005; and conforms to the Growth Plan for the Greater Golden Horseshoe, 2006, as amended."
