Town ready to award Tottenham sewage plant contract

A process initiated in 2004 to expand service capacity for new residential development in Tottenham culminates tonight with a recommendation to award King City Group with a $6.6 million dollar contract for water and wastewater upgrades and sewage pumping station.

The multi-part tender also includes contract administration services to Genivar, for $654,528; a project contingency allowance of $741,000, and $47,880 for water taking permits, drawing and contract revisions.

Even though the King City Group tender was the lowest of eight qualified bids submitted - the next lowest was $7.27 million, while the highest was $15.8 million - the project's overall cost of $8.29 million, is $864,326 more than the $7.4 million budgeted.

The majority of works are being front-ended by the developers in the Tottenham Secondary Plan who are approved to build 1,750 new homes west of Queen Street between Mill Street and the 3rd Line.

According to the report on tonight's committee of council agenda by Doug Austin, New Tecumseth Senior Engineeing Coordinator, the funding shortfall would be " funded completely by Development Charges through a combination of Developer front-ending and the Town's Development Charge Reserves."

The infrastructure expansion, the largest in terms of costs ever undertaken in Tottenham, includes the following:
  • Construction of a new sanitary sewage pumping station on the south side of Mill Street at the easterly urban limits of Tottenham including new electrical power transformer and emergency generator.
  • Extension of a 300mm diameter watermain to the easterly urban limits of Tottenham along Mill Street complete with water services, fire hydrants, and side street connections.
  • Construction of a new 250mm diameter sanitary gravity sewer from Keogh Street to the new pump station complete with sanitary lateral services.
  • Construction of a new 400mm diameter sanitary forcemain from the new pump station to the Tottenham Wastewater Treat Plant at the westerly limits of Tottenham.
  • Decommissioning of the existing pump station located at The Boulevard and connect the existing sanitary flows to the new gravity sewer.
  • Associated works including clearing and topsoil stripping, dewatering (including treatment), earth excavation and grading, removals, road restorations and asphalt.

Once started, the construction process is expected to take about 14 months to substantial completion.
