Township consultant pegs service connection costs at $26.8k per unit

Posted July 5, 2018

Watson and Associates is recommending Adjala Tosorontio implement a per unit rate of $10,500 for new connections to the municipal water system, and $16,300 per unit connection to wastewater systems in Everett and Colgan.

Current residents would be charged the same connection rate, but would pay it down, with interest, over a 20 year period.

Council will deal with the study and the recommendations at its July 9th meeting.

Watson's report, which was an update on its 2015 review, estimates over $16 million in expenditures for water and over $52 million for wastewater expansions to service residential growth as proposed below:

Everett
- 711 units - Farsight development (2019-2026)
- 733 units - Barzo development (2026-2031)
- 272 private service conversions to the wastewater system to occur by 2031 (543 total private serviced homes).

Colgan
- 685 connections by new development between (2020-2026)
- 170 unit seniors residence (2029-2031)
- 40 private service conversions to the wastewater system to occur by 2031 (72 total private serviced homes).

The new home connection charges would be paid by the developers (but included in the selling price of each unit).

As a component of the connection charges, Watson recommends the Township's uniform water rates (based on 146 cubic meters of usage) be a flat fee of $80/year and $4.54 per cubic meter volume rate for an estimated annual bill of $663 to water users. And the annual wastewater rate (146 cm of usage) would be $1,313. Billing period would remain quarterly.
