Former Collingwood CAO, Town's new director of Economic Development

As reported here last week, Kim Wingrove has been hired as New Tecumseth's newly created director of Economic Development and Communications Services. The bylaw confirming the appointment is the last one on tonight's council agenda.

Ms. Wingrove has been performing econonomic development initiatives for New Tecumseth on a consultant basis, and assumes the full-time position which pays approximately $120,000 per year to start, and about $26,000 in benefits.

Her hiring is a component of a senior management reorganization to be ratified tonight that renames department head managers as directors. Changes do not trigger any further salary increases than those council approved in 2010 for its senior management team.

Ms. Wingrove was CAO of Collingwood from September 2009 until her tenure ended abruptly last April, according to a published report in the Enterprise Bulletin. Prior to that she had been regional director of economic development for the Province, and held other senior posts in ministries such as Agriculture, Food and Rural Affairs, and the Ministry of Municipal Affairs and Housing.

The new department will look after economic development, information technology, communication/council services, and E-business development. It will include a full-time communications coordinator's position which is to pay $48,519 and $13,264 in benefits. Funding is earmarked to come from reallocating about $211,281 currently budgeted for economic development, including $35,567 in the CAO's budget.
