Zoning amendment sought on revised multi-apartment building proposal

Liberty Development Group, which owns the commercial plaza immediately west of Canadian Tire, at 124-146 Young Street, is seeking a zoning bylaw amendment, that would permit apartment buildings, retirement home, and ground floor commercial/retail uses over its 15.43 acre west end property in Alliston.

The proposal would include two 15-storey and two 12-storey apartment buildings, for a total of 1,125 units, built overtop ground floor commercial. The plaza, which includes retailers like Giant Tiger, a movie theatre, and several restaurants, would be demolished to make way for the high density development.

The original proposal, which dates back to December 2021, included a range of new uses and site-specific exceptions, such as permitting apartment buildings, block townhouse dwellings, nursing home, fourplexes, drive-throughs for restaurant uses, retirement home and street townhouse dwellings. Additionally, the applicant requested an increase in maximum building height from 37.5 metres to 41.4 metres and a reduction in required parking spaces.

 

A revised proposal is on Monday night's council agenda, and no longer includes townhomes, a request to reduce the required number of parking spaces or the change to maximum allowable building height.

The Town's planning department supports the bylaw amendment as conforming to all the various policies re residential development and density, while it still includes several conditions.

They include: 

​- Development does not proceed until community services and facilities such as water and wastewater services, stormwater management and utilities are available to service the development;

- Approval includes extensive work to the intersection area of Industrial Parkway and Young Street;

- Development does not proceed until adequate transportation facilities and/or access arrangements are available; and,

- Agreements respecting the design of the proposed development and/or services that are to be provided by Council and/or the County of Simcoe are entered into.

"Planning Staff believe that there is policy support, from the PPS 2024, the County of Simcoe and the Town's Official Plan, for the proposed change of use to create a site specific Major Commercial Zone to permit high-rise residential with a maximum height of fifteen storeys, to permit retirement home and drive-thru restaurant uses, and to apply a Holding Provisions which would be lifted conditional upon the applicant securing Site Plan Control Approval as a precursor to developing the lands for the proposed uses and securing building permits," according to the report to council.

 

"Further, in order to secure site plan approval, the owner will be required to satisfy the Town of New Tecumseth Engineering Department with regard to the impact of the development and resulting improvements to municipal sanitary facilities and improvements to the abutting road network. In addition, site plan approval will be subject to availability of water capacity to service the development of the land."

Updated - councillors approve zoning change request

New Tecumseth council is expected tonight to ratify a zoning amendment requested that will accommodate additional uses for multiple high rise apartment buildings at 124-146 Young Street in Alliston.

The proposed development includes two 15-storey and two 12-storey apartment buildings, for a total of 1,125 units, built overtop ground floor commercial. The plaza, which includes retailers like Giant Tiger, a movie theatre, and several restaurants, would be demolished to make way for the high density development.
